A Jacksonville woman, Kelsey Herrin, was arrested for DUI manslaughter following a fatal crash in St. Johns County earlier this year. Herrin, who was driving a Dodge Ram truck, crashed into two cars, resulting in the death of a Ford Focus driver. During the investigation, deputies noted Herrin’s slurred speech and alcohol smell. She admitted to consuming three or four drinks, including mimosas. A blood test showed a .198 BAC and the presence of active cocaine. Joy Andrews Chosen as St. Johns County Administrator
Joy Andrews has been selected as the county administrator for St. Johns County by the Board of County Commissioners. The decision was made after interviews with four finalists and is pending board approval. Andrews has been serving as interim county administrator since July and has been with the county for 17 years. She has led various departments and holds a Master of Public Administration from Kansas State University and an LL.B. from Nanjing University.
